Symptom
After receiving confirmation that a goal has successfully been created in a performance form, the goal does not show on the form.

Reproducing the Issue
- Login to instance and navigate to Performance Tab, open the form
- Click on Add Goal > Select Create from library
- Select a goal
- Select Next > Next > Save
- "Create goal successful" is shown but the goal is not added to the form
Cause
This is a known issue where the goal category doesn't match correctly. For example, a performance form goal section is set to category A. However, category C is the default category in the goal plan. When creating the goal from the library, the system is trying to pull in category C (default from goal plan) instead of category A (default performance form goal section).
Resolution
The fix for this issue is planned to be deployed on 2H 2024 release (b2411).

Manually select the correct category in Step 2: Edit Goals
