Symptom

You will get the below error by performing "ALTER DATABASE UPGRADE":

(DBA)> ALTER DATABASE UPGRADE PROCEDURE ON
Could not execute statement.
Not allowed while 'DBA' is using the database
SQLCODE=-211, ODBC 3 State="40001"
