The text at invoice item level could be determined well when creating invoice via VF01. However, the text is missing upon save when creating the invoice via Create Billing Documents app (F0798).

Resolution
It's a known issue. This correction is planned to be delivered with S/4HANA Cloud 2408. The current proposal for this delivery is mid of August.
