3466584 - Some entries in the "Percentage" field are zero in the withholding tax report

There are line items with zero withholding percentage in the withholding tax report, if manually maintaining the withheld amount.

If the "withheld amount" field is manually entered, the "percentage" field will be nullified and ignored by the system.

Reverse and post the document with the percentage setting.
