3467190 - Error: "The maximum number of connections have already been opened" occurs when running tasks - SAP Information Steward

• All of the IS tasks based on Sybase ASE DB repository fail with error
• Error: "Sybase connection error: <Sybase CS Library message number:  Message Text is: ct_connect(): user api layer: external error: The maximum number of connections have already been opened.>.layer: external error: The maximum number of connections have already been opened.>." 
• In Sybase ASE DB side, even though the parameter of <number of user connections> has been increased to value 10000, still can find below entries in IS task log
  [TaskUtility][main] Property MaxConnections value is 10. (COR-10002)
  [TaskUtility][main] Property ConnectionTimeout value is 3600 seconds. (COR-10002)
  [TaskUtility][main] Property PoolTime value is 300 seconds. (COR-10002)
