Symptom
Analytical Sales Applications 'Sales Quotations (W0140)' & 'Incoming Sales Orders - Flexible Analysis (F1249)', have an inconsistent behaviour regarding the available partner roles.
In application 'Sales Quotations (W0140)', the partner role VE/VM does not appear, but application 'Incoming Sales Orders - Flexible Analysis (F1249)' contains the partner role by default.
Clarification is needed, if this is the intended behaviour.

Cause
The reason why the partner role VE/VM does not appear in application 'Sales Quotations (W0140)' is that it supports fewer fields than application 'Incoming Sales Orders - Flexible Analysis (F1249)'.
Resolution
This is the standard system behaviour.
Please consider to create a feature request for this business requirement. This will inform our developers as to what additional functionality should be considered for future releases using KBA 2963059 - How to Submit Feature Requests for SAP S/4HANA Cloud Product.
In the meantime, the workaround can be the creation of an own analytical query based on data sources I_SalesQuotationItemCube_2 and I_SalesDocumentItem, adding the elements from these two views according to business needs (includes Sales Employee).
