3468003 - Not able to open Manage Supplier Down Payment Requests app

Symptom

After clicking on Manage Supplier Down Payment Requests app on Fiori Launchpad, it opens a blank page or error message is displayed: App could not be opened because the SAP UI5 component of the application could not be loaded.
Failed to load UI5 component for navigation intent "#Supplier-manageDownPaymentRequests"

You have activated all the ICF Nodes and Odata Services described in Fiori Library:
