3468611 - Error "The instance data location has not been specified yet" when building an Eclipse IDE package in an automated way using an Ant script

Symptom

You want to build an Eclipse IDE package, that is based on an existing Eclipse IDE package and contains ABAP Development Tools features, in an automated way, using an Ant script. When executing the Ant script by triggering it from the command line, error "The instance data location has not been specified yet" occurs.

Sample for a command in the command line:
.\eclipsec.exe -nosplash -application org.eclipse.ant.core.antRunner -f installSAPtools.xml

Error sample:
!ENTRY org.eclipse.equinox.preferences
!MESSAGE Problems occurred when invoking code from plug-in: "org.eclipse.equinox.preferences".
!STACK 0
java.lang.IllegalStateException: The instance data location has not been specified yet.
