3468698 - Distorted View of the Work Zone site when theme is added

Symptom

A distorted appearance of the Work Zone site appears while a custom theme is being applied.

From the http traces:

After the site URL, user can see "sap-theme" parameter followed with the URL/path of the custom theme library file.

Eg: https://<site URL>& sap-theme=customthemename%<host URL>%2fcomsapuitheming.runtime%2fthemeroot%2fv1%2f%7ev%3dBase%3a11.14.0%2c*.*.custom_theme%28
