In HADR system, resume DSI for remote connection *_R1 or *_R2 failed.

ERROR #13045 DSI(104 <SID>_<Primary_sitename>_R2.master) - /generic/useful/cm.c(5353)
        Failed to connect to server '<SID>_<Primary_sitename>_R2' as user '<SID>_maint'. See CT-Lib and/or server error messages for more information.
