3469183 - Incorrect System Re-direct during Logoff

Symptom

- The Fiori Launchpad (FLP) in the Dev redirects to the PRD instead of the intended system.
- Test logoff page directly via transaction: SICF, it's routing to the wrong system. 
- The table HTTPURLLOC may not be correctly maintained.
