There's a discrepancy regarding the Initiate Onboarding button behavior between the Legacy and the Latest Workbench. In the Legacy, Initiate Onboarding is always selectable when button is permissioned to status, while in the Latest Workbench, the button can only be selected when the candidate is placed in a Hirable status.
