3469670 - Missing data in ONB form - US New York Withholding Form IT2104 - Onboarding

In the "Employee’s Withholding Allowance Certificate IT2104" form the question "Are you a resident of New York City" is being populated as blank in the form.

The issue was related to the form, updated in PFS, that needs to be the most recent version.

1. Go to Compliance Settings > Disable and then Re-enable 'USA State Withholding Forms.'
2. Then, test it with a new candidate.

When you performed the steps to go to Compliance Settings, disable, and then re-enable 'USA State Withholding Forms,' we enforced the sync to the most updated version, with the corrected mappings.
