3469684 - DB Size History not displaying in DBA Cockpit

Symptom

You are not able to view Database Size History in DBACOCKPIT (T-code) even after following 2976877 - No DB Size History in DBACOCKPIT - SAP for Me.  General System Information in DBACOCKPIT Overview is also blank. 

You ran a connection test on DBACOCKPIT (DBACOCKPIT -> Select system SID -> Test Connection -> DB Connection Test (All Servers) ) and on checking the work process listed in SM50 from the test you see "ERROR => Connect to database failed rc=1, rcSQL=10"
