3470893 - SRS failed to start due to error FATAL ERROR #31124 & FATAL ERROR #18028 - SAP SRS

Symptom

In HADR setup, replication server failed to start due to error below,

F. xxxx/05/18 12:50:03. FATAL ERROR #31124 GLOBAL RS(GLOBAL RS) - generic/sqt/sqtext.c(251)
        Value for the configuration option 'sqt_max_read_delay' must be a positive integer between 2000 and 86400000 (both inclusive). Its current value is '250'. Check the RSSD table rs_config to make sure it contains a integer value between the valid range.
F. xxxx/05/18 12:50:03. FATAL ERROR #18028 GLOBAL RS(GLOBAL RS) - /servmain/servmain.c(2176)
        Initialization failed. Server is shutting down.
