3470910 - Activate button is not available in Manage Bank accounts App

Symptom

When creating new bank account in Manage Bank Accounts app, after saving the bank account as INACTIVE then edit it again, you expect to see the Activate button but it is not available.

*You are using "Direct Change' for Bank Account Control Mode.
