3471495 - Error: ME - 760 No IDOC items belonging to purchase document found appears

Symptom

Deleting all line items of a Purchas Order in S/4 HANA and save does not output IDOC payload to Managed Gateway for Spend & Network(formerly CIG). Checking Processing log we see following error: ME - 760 No IDOC items belonging to purchase document found.
