3471673 - Business function cannot be found in SFW5, even though it exists in the system

An activation of a Business Function is required, but it cannot be found in transaction SFW5 (or the Switch Framework Browser), where the activation needs to be done.

Let's assume that the Business Function Set INSURANCE is activated in the system and the Business Function FICA_FM needs to be activated.

However, the BF is not found when searching for it in SFW5, even though it exists according to the Switch Framework Browser (transaction SFW_BROWSER):
