3471685 - Enable Person-Based Background Information Blocks setting does not have effect in Talent Card for Concurrent Employments

Symptom

Enable Person-Based Background Information Blocks is enabled in Company System and Logo Settings admin tool, but Talent Card shows "No Records Found" when looking at a specific employment of an employee with Concurrent Employments. However when clicking on the link to the relevant EP portlet, data is shown.
