3471692 - Hiring is stuck before going to Job Information - Employee Central

While adding a user through Manage Pending Hires, the hire form gets stuck when you click to go to Job Information section. It keeps loading for a while and stops. It is not possible to proceed with the hire.

1. Go to Manage Pending Hires
2. Open the list to select users coming from Onboarding
3. Click in one user and finish filling the form to hire
4. While clicking to go to Job Information section, system keeps loading and does not go through. 

There are too many onInit and onChange rules configured in Job Information element. The same happens in import. This leads to a performance issue since the system exceeds the rule execution time.

Besides the number of rules, inappropriate rule setup also causes this problem. For example: too many rules in each field and country-specific rules are configured in base jobInfo instead of country/region-specific. 

Remove all unnecessary rules from triggering during hire. Some actions can be done:

1. Combine rules whenever possible and reduce the number of rules in each field.
2. Assign country specific rules to the country specific configuration (like jobInfo_DEU instead of jobInfo only). While doing that, please ensure to also assign the common rules in the country-specific configuration.
3. Ensure that only the rules required for hire will trigger on hire page.
   1. For rules that aren't on Hire scenario, edit the context and put it as "New Hire/Rehire UI = Yes, Edit UI(ESS/MSS) = No" 
   2. For rules that are for regular edit and aren't needed on hire, edit the context to "New Hire/Rehire UI = NO, Edit UI(ESS/MSS) = Yes"
   3. Configure all the rules that should only triggered on Hire with the appropriate Scenario.
