3472886 - 403 error - an authorization error while creating an "IAS Identity Service Application ID"

LMS Admin is getting 403 error - an authorization error while creating an  "IAS Identity Service Application ID" for the sites because in IAS the Admin does not have authorization to configure applications.

SAP SuccessFactors Learning

1. Initiate Learning Identity Authentication Migration in LMS Admin
2. click on “Start User identification and Site Migration”
3. Observe that nothing happens
4. Get error: SAP Identity Service Application ID is not set for all sites 

The Admin may not have authorization to configure applications in IAS.

Two things need to be checked in IAS:

Go to IAS application -> Users & Authorization -> Administrators -> select their Admin -> enable 'Manage Applications'

Go to IAS application -> Users & Authorization -> SAP LMS - XXXX -> enable 'Manage Applications' for the particular LMS tenant
