3473331 - 26 043 - You are not authorized for activity 52 document type

Symptom

Users encounter the error message "You are not authorized for activity 52 document type FRM" (26 043) when performing DMS transactions.
The issue arises when creating or changing a document info record using CV01N, CV02N, or function modules and attempting to check in a file.
