ECSC (AskHR) subscription is only available in BTP Neo account.

Yes, the customer needs to have license with BTP Neo to use ECSC, we had plans to migrate from Neo to CF but that was paused of now. Will let you know If development team starts to implement it.  Till them, you need to have BTP Neo license to use ECSC.
