3474348 - Importing data fails with error "Import scan failed. Reason: SQL Error: insufficient privilege: Detailed info for this error can be found with guid"

Symptom

Importing data with a user who does not have PAPM_OPERATOR_ROLE role fails with error:

"Import scan failed. Reason: SQL Error: insufficient privilege: Detailed info for this error can be found with guid ..."

However, using SAP_PAPM_ADMIN system user the import works.
