3474470 - Purchase order transfer from feeder system to GTS system is interrupted by error 'Document is blocked by user *'

Symptom

A success message is displayed after transferring a purchase order from a feeder system to a GTS system, but the document did not arrive. It can be seen in the logs of the GTS system that the error 'Document is blocked by user &1' (/SAPSLL/API_INBOUND 135) was raised.
