Symptom

When running EOPP, the job fails with the following error message in the log: 
InternalApplicationException: Some of the components are not modifiable, Empty ACD because Employee Period Version info was not found. This may be a result of a retro-hire of the employee. Please contact the administrator to fix the timesheet for  employee_period_version=000000000000;employee=000000000000;asgnmt=000000000000;PPEnd=2023-12-31;version=0.
