3474818 - tRFCs in SM58 are not processed automatically

• tRFCs are stuck in SM58 with 'Transaction recorded' status;
• There is a TIME_OUT dump in ST22 for program SAPLQOWK and the user trying to start the outbound scheduler (table QSENDDEST -> field %QSEND_SCHEDULER -> column USERID):
