3475198 - All costs on the WBS elements not considered at the time of settlement

• After performing month end settlement of the WBS elements using the app 'Run Settlement - Actuals', there are still costs left out on the WBS and are not settled.
• The actual costs seen in the app 'Project Budget Report' and the amount settled for the project/WBS element are different.
