Symptom

  • In the CCM (Central Configuration Manager), in the properties of Server Intelligence Agent (SIA), on configuration tab, getting an error: "Failed to retrieve the cluster name from the database. Reason the database subsystem could not be loaded......."
  • CMS (Central Management Server) fails to start after an upgrade.
