3475987 - Visual Editors in BAS and WebIDE are hanging while loading

Symptom

Opening objects in visual editors in BAS or WebIDE are hanging while loading, such as workflow, etc.

There's following similar error in the browser console:
TypeError: define is not a function
at config-preload.js:1:1
