3475991 - TIH: Growth Portfolio - Proficiency scale starting with 0

In TIH settings, set proficiency scale starting with “0” with 5 levels (0-4). On home page, on attribute cards (e.g. skill), the graph is visually confusing. The rating level "0", as the first level in the scale, is distanced by 1 from starting point, level "1" by 2, "2" by 3, etc.

Either a 0 rating means the same thing as "unrated" or it must be at the first "rating point" in the scale. To make sure that 0 does not function as "unrated" it actually MUST be displayed this way. 

So, currently this is expected system design.
