3476046 - Rules could not be saved in PO Message Retention

While creating and saving Rules in PO Message Retention, below error occurs on UI:

1 rules could not be saved.
Rule <Rule name> could not be saved since it conflicts with the existing rule <Rule name>.

In defaultTrace, below relevant error is recorded:

Error while saving the priorisation rule <Rule name>. There are conflicting rules: <Rule name>
com.sap.aii.af.service.administration.internal.message.ConflictingRetentionRuleException: There are conflicting rules for the submitted rule <Rule ID>
