You cannot start or stop the database.
The DBM command db_state cannot display the database status correctly. You receive the following error:
-24783,ERR_WRONGDBSTATE: Operational state UNKNOWN of the database instance is unsuitable.
The DBM command db_online and db_offline fails with the same error message above.
The attempt to stop the database with the DBM command db_stop fails with
-24960,ERR_DBRUN: Database instance is running
