SAP SuccessFactors Employee Central: Manage Pending Hires/Recruits

• Login into SF instance.
• Go to manage pending hire -> Onboarding
• select a candidate -> fill in all details 
• Click continue through all portlets -> submit.
• Result: Error appears under job information as "There is already a hire record for user XXXX. You cannot create another hire record if one already exists."
