3477495 - "Unable to connect to data source. Check your connection details then try again" error occurs when creating an Import Data Connection to SQL Database in SAP Analytics Cloud (SAC)

When creating an import connection to SQL database according as per the SAC help, https://help.sap.com/docs/SAP_ANALYTICS_CLOUD/00f68c2e08b941f081002fd3691d86a7/0d5ffbb6951b45778c1a90ffd0114f04.html?locale=en-US, the following errors occur:
- Unable to connect to data source. Check your connection details then try again"
- "The server selected protocol version TLS10 is not accepted by client preferences [TLS13, TLS12]" error from cloud agent Tomcat catalina log <Tomcat_Install_Dir>/logs/catalina.<DATE>.log.
