3477812 - PPF Action not Available for Some Documents When Expected - Charm/ITSM/Focused Build

A PPF action is configured to be available for a particular status in an incident, change document, or work item but at the expected status it is not appearing for some documents despite the requirements being met. 

For example, a work item in status "To be tested" does not have the "Confirm successful test" button available to set the status to "Successfully tested", even though all conditions are met in the action conditions.

Or an email PPF action that is triggered on the document save is not sent when expected.
