Employee id/number sequence is getting skipped while hiring a new employee

SAP SuccessFactors Employee Central

• Employee id generation rule is assigned under Hire/Rehire configuration object
• Hire a user/employee via Add New Employee/Add Concurrent Employment etc
• Fill in all the details
• Saved successfully
• Download and Check user ID in UDF file (employee export file)
• Result : Expected sequence of employee id as per current step is not assigned and skipped.

There is a rule or standard validation (like bank validation) throwing a warning message after submitting the hire. 

This is working per design. The sequence is not guaranteed once there is a validation message in the end of the hire, either if it is set by business rule or via company system and logo settings
