3479165 - Accessing Manage RBP Admin and Super Admin Access page redirects to the error "You do not have access to this feature".

When going to Manage RBP Admin and Super Admin Access page you will get redirected to another page saying "You do not have access to this feature". Creating a super admin account doesn't fix the error.

1. Search for "Manage RBP Admin and Super Admin Access" in the Global Search and click on it
2. You will get redirected to a page that says "You do not have access to this feature"

Instance does not have "Admin Configuration Tool " enabled in the Company Settings (Provisioning).

Enable the Admin Configuration Tool. This tool is required to access Admin Center as referenced on this KBA: https://me.sap.com/notes/2701509/E

Not having access to Admin Center also blocks the access to the "Manage RBP Admin and Super Admin Access" page.
