This article explains the order of goals in latest goal.

SAP SuccessFactors Goal Management

1. In latest goal, the display of goals in goal plan which is ascending order by creation date. It is not supported to change the goal order.
2. In latest goal, the display of goals in cascade window is descending order by creation date. It is designed this way to help users find the newly created goal more quickly when cascading.

Note:

When cascading multiple goals to direct reports at one time, the order of cascaded goals in direct report's goal plan will be the same of the order of goals in cascade window.

For example, on manager user's goal plan page, the goals created and displayed: goal 1, goal 2, goal 3, goal 4, goal 5. When cascading the goal to direct reports, the order of goals in cascade window will be goal 5, goal 4, goal 3, goal 2, goal 1. After cascading the five goals to one direct report at one time, on the direct report's goal plan, the goals are displayed as  goal 5, goal 4, goal 3, goal 2, goal 1. 

As a workaround to this, the manager user can cascade one goal at a time.
