3480274 - 403 Forbidden when launching Manage Bank Accounts (NWBC or FI12/FBZP) due to inactive WDA_FCLM ICF services in SICF

Symptom

• 403 Forbidden error appears when starting the Manage Bank Accounts Web Dynpro application from NWBC.
• The same error occurs when opening Create/Maintain Bank Accounts via FBZP (FI12).
