3480791 - CTE - Employee profile is partially created in Concur, errors happens in CTE_SETUP (User v4)

You're using the new User v4 API in S/4 Hana 2023.

Employee profile is not properly created in Concur.

The result of employee export in Concur Integration screen (CTE_SETUP) show error message for example:

Employee &1 could not be updated.
Employee does not exist
Replication failed. Invalid list item.
