3480829 - Employee profile is partially created in Concur, errors happens in CTE_SETUP (User v4) - (CTE)

When using the new User v4 API in SAP S/4HANA 2023, the employee profile is not properly created in Concur. The employee export in the Concur Integration screen (CTE_SETUP) displays error messages such as "Employee &1 could not be updated," "Employee does not exist," and "Replication failed. Invalid list item."
