3480879 - User did not receive notification when assigned with Read Confirmation in Collaboration Hub.

A user has assigned a Read Confirmation to themselves but did not receive the notification in Collaboration Hub.

Users don't receive notifications for actions they performed themselves (actor ID = recipient ID). Since the actor id of the content event is the same of the user subscribed, the notification is not generated (as the service doesn’t notify for own performed action).
