3482055 - Automatic Hire is processed with no required entities

When adding a new candidate manually in onboarding, automatic hire is triggered with no filled entities like job information, no validation is present and new hire is direct hired in Employee Central with no Manage Pending Hire step.

"New Hire Data Review" step is not configured within the process variant manager.

As "New Hire data review" is not configured the "Provide Additional Data" step within manual onboarding must be completed to gather Job Information and other employment related entities prior to the system initiating the automatic hire.
