3482214 - One-Time Deduction Portlet Cannot Be Seen For Future-Dated Onboardees Despite Having Permission

When viewing the employee profile of future-dated hires coming from Onboarding, you cannot see the 'One-Time Deductions' portlet despite having the necessary permissions. Once the future-dated hires become active / their hire date is reached, the portlet is visible as expected.

This issue does not occur for future-dated hires created in EC directly, and also does not occur for active employees.
