3482342 - Consolidated Emails Received when users Email Notifications have been Disabled

Consolidated emails are being received for Performance Management email notifications despite emails being disabled via "Change User Email Notifications" or Settings > Notifications > "Read Messages in the System"

Individual emails are not received.

Disable User Emails via either option below:

1. Change User Email Notification
2. Search for user
3. Deselect "Email Notification" checkbox

or 

1. Click Profile Icon on the top right
2. Settings
3. Notifications
4. Switch to "Read messages in the system"

Expected behaviour.

1. This is the current system behavior.
2. When the "Consolidate notifications for the same recipient into one single email" function is enabled, the system sends these emails based on the "Processed Batched Email Job" mechanism that runs on a scheduled basis through a configured background job.
3. This process is categorized under "Alerts" rather than the standard "Notifications" that are individually sent out.
4. Regardless of whether a system user has their "Email Notifications" turned on or off, they will still receive the "Consolidated" email as the batch process job.
5. The possible workaround is to check the "Recipients" settings of the affected notification, to exclude users who should not receive the mail.
