3482563 - External candidates are unable to accept Online Offers with E-Signature - Recruiting Management

After the b2405 release, the external candidates are unable to accept offer letters that are created with DocuSign, they click on Accept and they are redirected to a page with error 404.

1. Ensure the DocuSign User ID under Manage Recruiting Settings is properly granted access in DocuSign.
2. Confirm that the DocuSign User ID configured under Manage Recruiting Settings has the "DS - Admin" permission role in the DocuSign account.
