Addition data collection task is tagged as Completed and can be Submitted without filling Mandatory field when two UIs are using same object.

SAP SuccessFactors Onboarding

1. Add new Hire to Onboarding
2. Completed NHDR step
3. Log in as the candidate
4. Complete Personal Data Collection Step 
5. Addition data collection will Trigger, complete first section
6. Second section will automatically mark completed
7. Able to submit the Additional Data collection step without filling mandatory field in second section.

Two UIs configure with the same custom object.

For each UI it requires one object. So for the second one create a new object.
