3482685 - There are currently no logon servers available to service the logon request

Symptom

When troubleshooting Kerberos/SPNego issues, the following error message is repeatedly displayed in the Secure Login Client Trace:

[sbus.exe ][Kerberos ][ * ] Error for requested algorithm *: 0/C000005E There are currently no logon servers available to service the logon request.
[sbus.exe ][Kerberos ][ * ] Error for requested algorithm *: 0/C000005E There are currently no logon servers available to service the logon request.
....
[sbus.exe ] ... failed to get a Kerberos ticket
