3483294 - ATC can't identify customer coding which is modified without modification assistant

Symptom

By default, the modification assistant is active the first time when trying to change a SAP program.

If the first user switch off the modification assistant then make some changes to the code, ATC will not capture the code which is modified without modification assistant.
